Turtle alive and content on the road...?

Turtles can be found at some distance from water when they are forced to leave their home body of water to find a new place to live and when they are looking for a place to lay their eggs (or returning after having done so). In either event, move it off the road in the direction it was headed. Never try to read a turtle's mind. There isn't much there to read.
